Right around minute 29 at this recording (http://www.whitehouse.gov/news/releases/2002/01/20020129-11.html is the web page for the State of the Union address, including the transcript.) The written quote doesn't capture the grim cowboy expression though.

I might agree or disagree with many other points in the SotU, but this is the one that sticks with me. And it makes me ill.

I remember an old SNL bit on some escalating campaign commercials. The one fellow went something akin to, "During my administration in Texas, over 100 criminals were put to death and are now in Hell. That's right, in Hell!" Point being he wasn't coddling like his opponent.

If I remember right, his opponent rallied by pointing out that the incumbent wore a colostomy bag.
